I have seen photos of this, but what was the CEC Phone Game like, is it like the one today called Chuck E. Chit Chat which is in the toddlar zone?

No it was not. You could only talk to Chuck E. back then.
The CEC in FT. WALTOn Beach has one of thise phones.

I remember this game from the Brookfield, WI store in the Elmbrook Plaza (now closed). You put in a token, pick up the phone, and then Chuck would say a variety of sayings, such as "Hope You're havin' a good time at my place!" or something like that. When my store moved to Bluemound Rd., this game was converted to a Chuck E. wizard thing, where you had to move a stick around a circle, and if you touch a side you lose, or something like that...

I have one of the CEC "Carousel" body pieces from this game. Really cool. Wish I had the enitre game.

I remember the Fort Collins CEC (#865) had one in 1997. It was just like MMBBfan327 described: you inserted a token and picked up the phone handset, and a brief (about a minute or two, I can't remember offhand) recording of Chuck E. Cheese would play, after which you'd hang the phone handset back up.
